July 2: Round Table “Can Facebook be Effective in Countering Hate Speech and Disinformation? The Transparency of Algorithms and Users' Interests”

On 2 July, at 2:00pm, a round table is set to take place titled “Can Facebook be Effective in Countering Hate Speech and Disinformation?” (Ukrinform, Hall 2).

Organised by: Ministry of Information Policy of Ukraine, Internews Ukraine, an NGO.

Speakers: Dmytro Zolotukhin, Deputy Minister of Information Policy of Ukraine; Vitalii Moroz, Head of New Media, Internews Ukraine; Ihor Rozkladai, lawyer, CEDEM; media experts, government specialists, representatives of the public sector and civil society.

Topics for discussion:

Can Facebook users or states influence its policies (publication algorithms, terms of use, etc)?

What should Ukrainian Facebook users do in case of their content being deleted or blocked?

How can one understand Facebook’s policies towards hate speech and other risk content, and is it effective in the run-up to elections?

Are the steps taken by tech companies to combat disinformation and hybrid warfare effective?

Does Ukraine need legislation setting out the rulebook for social media?

Additional information. At the round table, the Deputy Minister of Information Policy of Ukraine, Dmytro Zolotukhin, will speak about the Ministry’s experience in communicating with the Facebook management and outline the most pressing challenges for state bodies. Ihor Rozkladai, the lawyer at CEDEM, will speak of the cooperation between civil society and Facebook. Vitalii Moroz, Head of New Media at Internews Ukraine, will outline the EU debate on regulating the activities of tech companies.

In addition, media experts, government specialists and members of civil society will discuss users’ rights.
