MIP: Memorandum on Cooperation in Field of Emergency Broadcast Signed

On 6 February 2018, the Memorandum on Cooperation was signed between the Ministry of Information Policy of Ukraine, the State Emergency Service of Ukraine and Ukrainian telecommunication operators.

Deputy Minister of Information Policy of Ukraine Dmytro Zolotukhin said: “The Doctrine of Information Security of Ukraine entrusts the Ministry of Information Policy with the task of developing and reforming the crisis communications field, the national emergency broadcast system being one of its components. The Memorandum on Cooperation between MIP, the SES and the operators is a road map for modernizing the emergency broadcast system, designed to secure the population and provide it with topical information on the following action.”

Mykola Chechotkin, the Head of the State Emergency Service of Ukraine, noted that the current emergency broadcast system required considerable modernization. “It is said, ‘Forewarned is forearmed’, so we must enhance the effectiveness of the emergency broadcast system regarding threats of emergencies, the process of their containment and steps the state is taking to this end,” the Head of the SES stressed.

Yevhen Krazhan, the Director of Business Development in the Corporate Market at Kyivstar, stressed the importance of the Memorandum, given the joint work of the state bodies and all Ukrainian mobile operators.

Yehven Bulakh, the Sales and Customer Service Director at Vodafone, also noted they were ready for cooperation in order to secure Ukrainian citizens.

In his turn, Arthur Arevshatyan, the Sales and Customer Service Director at lifecell, noted: “The Memorandum on Cooperation is an important step towards the development of information society and the enhancement of information security of the Ukrainian population.”

Andrii Kalenskyi, the Head of GR Division at Ukrtelecom, thanked the SES and MIP for joining to the emergency broadcast efforts and called the Memorandum the first step in long-term cooperation between the state bodies and communication operators.

Please be advised that the aim of signing the Memorandum is cooperation in the issues of reconstructing and technical modernization of the current emergency broadcast system at the state, regional and local levels with the use of modern information technologies.
